The forward portion was the pilot house.

The aft half was a private Captain's cabin.

This was the engine orde telegraph for the captain again, when he's ordering up a bell he wants to go say ahead half.
He would move the handl to this half position and rings a gong down in the engine room and moves, moves the engineer's pointer to the, half position.
When the engineer responds he will make his pointer match to the captain's, and this arro will move to the ordered bell.
When steering the tug originally, there would have been a wheel here, but in short order, with the way the tug was being used and controlled, the fact that this was a control for a steam cylinder and not the actual rudder, decision was made to use a lever for steering.
Just release this latch, and then it locks it into position so you don't have to hold the wheel.
You can just set it and leave it as needed.
And you can make finer move it.
And so some captains liked it, some did not.
